Place Pigalle - 18° At the foot of the Montmartre hill is the Pigalle district known for the Moulin Rouge cabaret and the countless sex shops and erotic shows that line the Boulevard de Clichy especially between Place Blanche and Place Pigalle. It's a favorite place for pick-pockets and it's not unheard to be ask for 1000 euro for a cup of cheap Champagne in some bars... Nevertheless, it's a good place to change money as the rates are much better than in other tourist places like Montmartre or the Champs Elysées. I would advise anyhow to be discrete when changing money there (do it during daylight!) and watch out for pick-pockets!
